Johnny served for 25 years with the Alabama Department of Insurance. Johnny retired in 2005 as Deputy Commissioner – Property & Casualty. He supervised all functions of the Property & Casualty Division. That division administers insurance statutes and regulations relating to property and casualty insurance coverages. This division was responsible for consumer protection including assistance with claims and underwriting complaints. Johnny supervised and personally participated in the investigation of licensees leading to administrative charges and, in some cases, criminal charges. He supervised and personally participated in the review of rate and policy form filings presented by insurance companies as required by the Alabama Insurance Code.

This review required knowledge of actuarial concepts and practices. Johnny also supervised staff consisting of a rate supervisor, rate analysts, consumer specialists, and administrative support assistants. He also represented the Insurance Department in the regulation of the Auto and Workers Compensation Assigned Risk Plans, the Alabama Insurance Underwriting Association (“Beach Pool”), and the Alabama Guaranty Association.

He served as hearing officer for administrative hearings and served on various committees of the National Association of Insurance the Surplus Lines Task Force, the IID Plan of Operation Review Group, and the Workers Compensation Task Force.

Because of Johnny’s experience with regard to state insurance statutes and regulations and his relationships with insurance department personnel, he is significantly involved in the formation and licensure application process for prospective captives.
